National Collaborations: Healthcare Partnerships and Medical Education

PPP (Public Private Partnership) Model from KMC Mangalore

Public-private partnerships (PPPs) are integral to the National Health Mission (NHM). Kasturba Medical College (KMC), Mangalore, was the first private institution in India to embrace the PPP model way back in 1953. The then Government of Madras permitted KMC Mangalore to partner with the 2 district hospitals -- the Government Wenlock and the Lady Goschen Hospitals. For almost seven decades, KMC Mangalore has been using the clinical facilities at District Wenlock and Lady Goschen hospitals to provide quality health care and also train the Undergraduate and Postgraduate students of KMC. The Manipal experiment is a shining example of public-private collaboration to provide quality accessible health care to everyone, which is in line with the Sustainable Development Goal (SDG) 3 and its targets.

India's ongoing efforts to enhance healthcare infrastructure are significantly bolstered by public-private partnerships (PPPs), especially under the National Health Mission. A recent study published in the Indian Journal of Community Medicine evaluates the effectiveness of these partnerships, focusing on a model that has been successful for nearly seven decades.

The Kasturba Medical College, Mangalore is the 1st Medical college built on a Public Private Partnership for medical education and Health care delivery which is almost 60 years old. The partnership between KMC Mangalore and the Government Wenlock and Lady Goschen Hospital in 1955 was a unique concept proposed by the Late Dr T MA Pai, the founder and Visionary of the Manipal Group.

Key Features of the Partnership:

  • Clinical services -- Provision of consultants
  • Additional nurses, technicians, clerical staff
  • Taking over the responsibility of house-keeping and security
  • Networking of various departments and taking care of the computerization of the Hospitals
  • Servicing and maintenance of the Medical Equipment
  • Computerization of the Medical Records Department
  • Creating a separate clinical lab in Wenlock Hospital
  • Renovation of the OPDs and other departments etc.

Around 35000 IP & 3 Lakh OP patients are treated in Government Wenlock, Ladygoschen Hospital & health services are provided by KMC, Mangalore. Other than these thousands of patients are treated in rural & urban health centers in every year.

HIV testing personnel from 47 Stand Alone ICTC Centres belonging to three districts: Dakshina Kannada, Kodagu & Hassan were trained on providing quality lab testing processes involved with HIV testing by the department of Microbiology, Central laboratory, KMC, Attavar, Mangalore on 17th October 2023. They were trained on Equipment QC and Calibration and Refresher training on QMS & M(EL)T. Ms. Cynthiya Assistant director -- Lab services KSAPS Bangaluru addressed the importance of QMS & M(EL)T in the ICTC Laboratory. Dr. Suchitra Shenoy (Professor and Head -- Department of Microbiology) distributed the NACO Excellence certificates to the 5 star graded 4 ICTC Centres of Dakshina Kannada.

Kasturba Medical College (KMC) Mangaluru, is credited with introducing the PPP approach in India back in 1955 by collaborating with Wenlock and Lady Goschen Hospitals. This marked the first private institution in India to adopt the PPP model. For nearly 70 years, KMC has utilized government facilities to deliver top-tier healthcare while also training medical students.
